The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

This position is represented by the Service Employees International Union (SEIU).

Here’s what you will do:
The successful candidate will be 1 of 4 Financial Insurance Examiner positions which lead the examination teams examining foreign and domestic insurance companies doing business in Oregon, under the provisions of ORS 731.300 and 733.170, to determine their financial conditions, ability to fulfill and manner of fulfillment of obligation, the nature of operations, verify whether proper treatment has been give to policyholders, and compliance with the Insurance Code

Here’s what you need to qualify:

Insurance Examiner Minimum Qualifications:

Hold the Accredited Financial Examiner designation offered through the Society of Financial Examiners
Insurance Examiner Underfill Option Minimum Qualifications:

A bachelor's degree in accounting from an accredited college or university; OR
A bachelor's degree with the successful completion of the following courses: 1) Accounting fundamentals (9 quarter/6 semester hours), 2) Intermediate accounting (9 quarter/6 semester hours), 3) General auditing (5 quarter/3 semester hours), and 4) Business law (9 quarter/6 semester hours, 3 of the semester hours can be acquired through completion of LOMA, CPCU, or CLU courses)

Ability to maintain records for 50 domestic companies; tracking dates of maturing securities; tracking values of securities
Ability to maintain information on multiple databases for multiple entities; multitask.

General understanding of bonds and valuation of bonds
Ability to learn quickly
Ability to work with others, be a team player
