This position, under the direction of the City Manager’s Office, will lead Vancouver’s efforts to combat the impacts of homelessness working with community partners, stakeholders, the public, elected officials and city and regional governmental representatives. Acts as the City’s policy and technical expert and primary point of contact working with the County’s homelessness response system, homeless system participants (government, non-profits, faith-based, etc.) adopting plans, strategies and best practices for enhancing homeless response systems.
This is a full-time, regular, exempt position that is limited term for two years. The schedule for this position is M-F, 8am to 5pm.
Develop and implement an integrated homeless response program to address the needs of the City, residents, and stakeholders.
Advise the City Manager, senior management, City Council and community partners of issues and opportunities related to the City’s role in support the County homeless response system, responding to impacts of homelessness within city limits and improving such systems, strategies and processes to increase their effectiveness and positive outcomes.
Coordinate the City’s Homeless Assistance Response Team (HART) efforts among city departments and non-profits to connect individuals and families experiencing homelessness with supportive resources and to address the impacts of homelessness on public and private property throughout the city. Such efforts include managing and outreach-led enforcement approach, scheduling and providing oversight to clean-up collection, storage and repatriation; enforcement of camping and property storage laws; and restoration and repair of city property and environmentally-sensitive lands.
Lead public information, education and advocacy efforts regarding the City’s role in support the homeless response system and responding to related impacts. Make presentations to community groups, boards, commissions and councils as needed to support and gain cooperation for program initiatives and efforts. Consult and cooperate with service providers and the community to facilitate and implement innovative responses to homelessness.
Oversee and coordinate with other City departments, community partners, contractors, vendors and philanthropic donors on the successful operations of the Vancouver Navigation Center as well as the development and execution of a long-term master plan for the same.
Oversee the City’s Homeless outreach budget and coordinate with other City funding efforts related to homelessness response programs and ensure programs and resources across all departments are aligned with adopted plans and goals.
Develop and maintain program records in accordance with applicable standards and regulations, grant requirements, etc.
Maintain a high level of ethical conduct regarding confidentiality, dual-relationships, and professional stature.
Keep current on local and statewide resources available and relevant to responding to homelessness in the region.
Perform related duties and responsibilities as assigned.
Education and Experience
A minimum of three years of experience in a related field working with people experiencing homelessness, or in affordable housing or community development. Two years of policy development experience. Experience as a team leader or supervisor strongly recommended.
Equivalent to a Bachelor's Degree in social work, planning, public administration or related field.
Equivalent combinations of education and experience may be considered
