The Willamette Valley Communications Center (WVCC) is hiring an Operations Manager to oversee and manage the daily operations of our regional 9-1-1 call taking and emergency dispatch center.

Primary responsibilities include recruitment, training, and ongoing performance evaluation of call takers and dispatchers. This position develops, interprets, and adjusts policies and procedures necessary to operate an efficient and effective emergency communications center. This position provides leadership, direction, and supervision to subordinate personnel. This position works independently and with considerable discretion, while keeping the Director sufficiently informed. Additional duties include, attending meetings with member agencies and other partners, monitoring budget expenditures, administering labor contract, and assisting in the selection, implementation, and training of new technology.

WVCC was formed in 1991 through the consolidation of three area dispatch centers: Mid-Polk 9-1-1, serving most of Polk County, METCOM (Salem Metropolitan Communications Agency), serving the Marion County Sheriff and Marion County Fire District #1, and the City of Salem dispatch center. In July of 2012, Lincoln County agencies previously served by LinCom 9-1-1 also joined the WVCC family. WVCC is a division of the Salem Police Department; the 73+ staff members are all employees of the City of Salem.

59 Call Takers and Dispatchers are trained and certified by the State of Oregon in Telecommunications and Emergency Medical Dispatch protocol which enables them to provide emergency medical instruction to callers while paramedics are responding to the incident. Six Shift Supervisors, a Training Coordinator and the Operations Manager all work towards making sure WVCC is providing effective and efficient emergency call and incident handling.

What are the minimum qualifications?
Must pass the pre-employment drug test (including marijuana).
Must pass the pre-employment background check.
Must pass criminal background check necessary to obtain Law Enforcement Data System certification within 30 days of hire (clearance must be maintained throughout employment).
Must have a valid driver's license.
Must have a driving record that meets the City of Salem's driving standards.
Associate degree from an accredited college or university in public safety, criminal justice, communications, management or a related field and five years of progressively responsible supervisory experience in public safety, emergency communication management, or a related field; or any equivalent combination of experience, education and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications
Six years of direct public safety communications experience in police, fire and medical dispatching and emergency call taking highly desirable.
First Aid and CPR certificate
Certifications/Licenses: Emergency Medical Dispatch Certificate, Telecommunication Certificate.
