The Portland Water Bureau is hiring a Water Loss Control Analyst. Water Loss Control is an emerging specialty within municipal water utilities, and this is a new position for the bureau. The Water Loss Control Analyst will lead strategic analysis and planning for water loss management. Duties are expected to include leading an annual water audit of the water system based on the American Water Works Association M36 standard, facilitating a water loss stakeholder committee to coordinate across multiple bureau departments, leading implementation of multiple water loss control projects in collaboration with internal stakeholders, participating in strategic objective setting and action planning, evaluating and reporting on program effectiveness, and managing professional services contracts.
The position will be responsible for water loss studies and analyses, including identifying water loss control opportunities, determining analytical techniques, obtaining necessary information and data, conducting analysis, evaluating alternatives and making recommendations, preparing reports and implementation plans, participating in ongoing asset management planning and analysis, implementing water loss policies and procedures, recommending legislative or policy changes, and presenting results and recommendations to stakeholders and management staff. As needed, the position will also provide analysis support to water demand modeling and water efficiency program evaluations.
This position reports to the Water Efficiency Division Manager in the Resource Protection and Planning Group. The Resource Protection and Planning Group is responsible for natural resource stewardship, environmental protection, and resource planning for Portland's drinking water system.
