Essential Duties include the following:

Maintain knowledge and understanding of OSB program objectives, operational functions, and inter-department relationships.

Assist departments in evaluating the process and business requirements and, where appropriate, identify new processes and systems to enhance operations and outcomes. Perform cost-benefit and return on investment analyses to aid management in making implementation decisions. Develop strategies and prototypes for implementation.

Research and recommend software products, software development, or other tools to support and implement new or improved processes and/or requirements; recommend the selection and purchase of technology or software to standardize and maintain new or improved processes and systems.

Collaborate with the Information Technology (IT) Department to propose and design solutions that meet the needs and requirements of the end users. For custom software solutions, create models, specifications, diagrams, and charts to provide direction to software developers; act as the liaison between end users, IT, and software developers in the coordination, development, and deployment of projects.

Manage projects, including the budget, from initiation through implementation including planning, analysis, and design development and drive projects to successful and timely completion.

Develop and maintain complete and current documentation and user guides for new or modified processes and workflows.

Communicate changes, enhancements, and modifications to management and staff, so issues, solutions, and impact on other departments or end users are understood.

Model behavior and provide leadership that values diversity and incorporates inclusive and culturally competent practices.

Provide back up for network administration, desktop support, and hardware and software troubleshooting as directed.

Assist in planning for data processing systems integration, implementation, and expansion. Assist in the acquisition and installation of hardware and software.

Participate with IT to provide technical training to individual employees and in organized classroom settings.


Candidates may have any satisfactory equivalent combination of the following experience & training which ensures the ability to perform the work.

Bachelor's degree from an accredited college or university with emphasis in Computer Science, Business Administration, or a related field.

Certified Business Analyst Professional (CBAP) or Certified Scrum Product Owner (CSPO) preferred.

PMI-BA® or BABOK Certification (ECBA) preferred.

Four years of practical experience as a business engineering analyst, project manager, or process consultant. Experience to include managing the delivery of information or technology solutions; applying technical and analytical knowledge to analyze and solve business and individual user problems and needs; and developing solutions regarding processes, applications, and equipment for efficient organizational business processes in interdepartmental, functional work environments.

Experience in assessing training needs and planning, developing, and presenting staff training.

Knowledge of agile delivery methodologies as well as waterfall and agile project methodologies.

Knowledge of principles, practices, and methods of business processes including finance, human resources, and project systems. Knowledge of principles, practices, and techniques of technical processes including software system design, development, and programming; software installation and support; and web page administration. Knowledge of how legacy and web-based systems interface with each other.

Knowledge of MS SQL, HTML, relational databases, SharePoint administration, Microsoft Project, O365, Crystal Reports, Visio, JIRA, and database design. Knowledge of Microsoft desktop and server operating systems, Exchange Online, and IIS.

Experience with the Microsoft Office Suite in a Microsoft Windows environment with advanced expertise in Word, Excel, Outlook, and Access. Ability to become familiar with OSB-specific programs and software.
