The Oregon Department of Human Services (DHS)/Office of Self Sufficiency is seeking experienced Eligibility Worker's to join our Corvallis team.
These employment opportunities are with the Office of Self-Sufficiency/Oregon Health Plan, which is part of the Oregon Department of Human Services. There are 30 permanent, full-time openings located at our Corvallis Processing Center (4170 Research Way). These positions are represented by a union.
What you will be doing:
This position is responsible for delivery of medical care services for children, adults and families to ensure physical, and mental well-being to eligible participants consistent with established agency mission, values, goals, principles, policies and state and federal regulations.
Process assigned applications and determine eligibility for the Oregon Health Plan (OHP).
Respond to participant inquiries received via phone, written or electronic correspondence in a timely and professional manner. Gather information for accurate documentation of calls. Maintain and update medical cases. Verify and follow through on initial and supplemental information pertaining to the application, explain rules, regulations, procedures or responsibilities to applicants. Provide information to the applicant on how to obtain documents.
Answer a high volume of calls and provide assistance to participants in an inbound, fast-paced customer service call center regarding all areas relating to their medical assistance needs (inquiries, questions, complaints, etc.) and while assisting and determining eligibility for appropriate medical care benefits. Apply conflict resolution skills.
Apply critical thinking skills to resolve participant requests in one call/contact or successfully manage and research prolonged or complex issues, with high attention to detail and managing the participant experience and emotion.
As needed, accommodate alternative application processes.
Make participant referrals to other agency services, Coordinated Care Organizations, or community partners, as needed. Communicate with partners as needed to assist health, safety, and self-sufficiency efforts of participants.
Complete computer narratives in multiple OHA systems on the information requested from the applicant in order to determine eligibility. Enter required information into the appropriate system.

Office environment. Occasional overtime may be required. Long periods of sitting for data entry, gathering information from the various computer systems, and phone coverage. Occasional travel to attend meetings and training. Occasional phone contact with irate or hostile participants. The office is constructed of cubicles, so work is often interrupted, and noise level is sometimes high. Priorities and procedures may change daily and requires the ability to be flexible in application of procedures.
This is what you need to qualify:
Two years of experience interviewing to obtain personal or technical information or substantial people contact.
One year of the experience must include one of the following:
employment planning and/or placement activities;
assessing the needs, strengths, skills, etc., of clients, patients/customers;
assessing multiple community services to assist clients/patients/customers;
problem solving activities including action planning, identifying resources, goals and timelines to resolve issues, etc.;
composing and preparing technical written documents such as, letter or memos, to explain rules, policies, benefits, etc.; or gathering, analyzing data and preparing narrative reports for documentation purposes.
To receive credit, you must clearly show any experience you have in each of the areas listed above.
College courses may be substituted for the two years of experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience). A photocopy of your transcripts must be attached to your application materials if using college courses to meet the minimum qualifications.
We are looking for candidates with a work history that demonstrates skill with the following:
Ability to communicate detailed information to a diverse audience.
Experience explaining rules, regulations and procedures for a program/service
Experience processing, entering, and/or verifying detailed data.
Experience clearly demonstrating the ability to provide outstanding customer service by phone, in-person and by e-mail
Excellent attention to detail and high level of accuracy.
Ability to organize work efficiently and manage multiple tasks with interruptions, as well as manage a high-volume workload with competing deadlines
Experience working in a fast-paced environment
Strong verbal, written/typing and communication skills
Experience working in a team environment as well as working independently with minimal supervision
