The Oregon Health Authority is recruiting a Pharmacy Program Analyst - Operations and Policy Analyst 3 in the Health Systems Division. This position provides policy advice to senior management on administering medical assistance programs that affect Oregonians with low incomes and providers of services. The decisions made in this position impacts access to services, program effectiveness and cost containment.

The Oregon Health Authority promotes health equity by developing policies and programs to eliminate health disparities and reach health equity for all Oregonians.

What you will do!
As a Pharmacy Program Analyst, you will represent the agency by explaining program activities, policies and proposed changes to policies to various internal and external entities. You will manage the external advisory committees to gather feedback on proposed policies.

We are seeking a person who:

has experience interpreting, analyzing and applying state and federal laws/regulations;
has experience speaking to others conveying complex information in to understandable terms, to include presentations and public speaking;
has experience evaluating current trends and information to ensure compliance with state and federal programs;
has experience with pharmacy claims, coding, or processes;
has experience building and maintaining relationships with various internal and external partners; and,
has experience writing guidelines, policy, laws, and regulation changes, including writing complex, technical and legal material in understandable terms.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning experience involving clinical medical or health care related fields.
Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning experience involving clinical medical or health care related fields.


RN Licensure and/or experience in a clinical medical or health care related field
Demonstrated current knowledge of relevant state and federal laws/regulations, comparable programs and policies in other state Medicaid programs or other health entities.
Demonstrated current knowledge of national third-party payers, health care delivery trends, medical technologies and standards, and statewide and national economic issues that may impact assigned programs.
Experience with pharmacy claims, coding, or processes
Experience in promoting a culturally competent and diverse work environment
