Job Purpose
Founded in 2000, the National Crime Victim Law Institute (NCVLI) is a 501(c)(3) nonprofit educational and legal institute located at Lewis & Clark Law School in downtown Portland offices. NCVLI’s mission is to actively promote balance and fairness in the justice system through crime victim centered legal advocacy, education, and resource sharing. We promote crime victims’ rights in criminal, civil, military and administrative justice systems nationwide through litigation (in the form of amicus curiae, occasional direct representation, and legal technical assistance); education through publications and trainings (both in-person and technology-assisted); and public policy development. NCVLI is funded primarily by government grants and contracts, and this is a grant funded position, the continuation of which is dependent upon renewal of funding. Under the direction of NCVLI’s Project Director, the Project Coordinator will coordinate the full life cycle of grants as outlined in the project proposal, comply with grant reporting requirements, collaborate with NCVLI staff to administer grant funds, ensure timely and complete implementation of proposed activities, data collection and reporting, and coordinate collaboration amongst subrecipients. In this role, the Project Coordinator will be responsible for compliance with funding agency requirements and regulations, College policies and applicable laws; fulfillment of contract terms and conditions; and securing post-award contract amendments and invoicing. Additionally, the major purposes of this position are to independently and under the guidance of the Project Director: coordinate with programmatic staff to meet grant deliverables by NCVLI and subgrantees; collect grant reporting data; prepare progress reports to funding agencies; and coordinate and oversee subgrantee compliance activities. The Project Coordinator will be a mission-focused, process-minded and detail-oriented collaborator. This position includes internal and external functions and duties. What You'll Do

Coordination
* Coordinates all aspects of grant project to ensure compliance with contract requirements and ensure on-time achievement of deliverables.
* Schedules and facilitates regular meetings with NCVLI staff and subgrantees.
* In coordination with Project Director, provides interfacing communication and responses to subgrantees, contractors and partners when required and build relationships.
* Assists with building capability to carryout increasingly complex contract and grant management duties, including government contracting.
* Monitors subgrantee and contractor activities with a focus on cost management, and schedule.
* Coordinates with internal stakeholders as necessary to support contract and grant management functions.

Reporting
* In collaboration with Project Director, establishes and maintains data integrity across grant management tracking and financial systems and works to identify efficiencies.
* Compiles compliance and program reports to governmental agencies, investors and funders resulting from grant awards.
* Oversees grant/contract status to ensure progress toward completion and required procedural steps are completed fully and in a timely manner.

Contracts
* Maintains primary grant, subgrantee, contractor and trainer contract files.
* Coordinates with subgrantees to ensure accuracy and compliance with contracts.
* Distributes appropriate forms for contracts and agreements and ensures all are fully compliant with institutional, federal, state, and local policies and regulations.
* Organizes receipt of all invoices and requests for reimbursement from subgrantees and contractors.
* Promotes stewardship of awards by supporting Project Director’s monitoring of expenditures.

Support
* Works closely with all staff to advance NCVLI’s mission and ensure all projects are programmatically sound, well-managed, timely implemented and enhance the rights of diverse victim populations, including those who have been historically under- or unserved.
* Others duties as assigned by Executive Director or Project Director.

Must Haves
* A four-year bachelor’s degree with college course work in accounting, business administration, public administration or a closely related field.
* Two (2) years of experience directly related to contract management, grant coordination, project management, administrative duties, and/or provision of technical assistance, preferably in a nonprofit environment.
* Experience monitoring the use of federal and non-federal grant funds and/or negotiating and administering public or private service contracts.
* Skilled at reading, analyzing and applying complex government regulations and policies.
* Excellent writing, customer service and communication skills.
* Detail-oriented professional with proven organizational skills to maintain, prepare and submit a variety of reports with attention to detail within deadlines in a fast-paced environment.
* Highly proficient in maintenance of grants and contracts in legal or nonprofit setting.
* Advanced knowledge of multiple software applications including Adobe Acrobat and Microsoft Office Suite (e.g., Word, Excel, PowerPoint).
* Experience working with or in diverse communities.
* Demonstrated ability to work as part of a team to advance organizational mission and voice and to perform a variety of duties as needed in the organization.

Nice to Haves
* Advanced business degree (JD/MBA) preferred.
* At least five (5) years of work experience in related fields of contracts and grant management (experience specifically with federal contracts and/or grants preferred).
* Additional experience in managing complex, multi-year grant awards and budgets upwards of $7M.
* Experienced with multiple grant submission websites and forms (e.g., U.S. Department of Justice, Office for Victims of Crime and Office on Violence Against Women,)
* Experienced managing Federal, State, County, City and/or other jurisdictions’ contracts and grants, preferred.
* Project management certification.
* Familiarity with and experience in a nonprofit or legal environment is highly desirable.
* Experience in team/group development and process and program evaluation.
* Bilingual.
