Central City Concern is looking for a Dual Diagnosis Program Manager. In this role, you will drive the day to day operations and supervision of designated programs within the Old Town Recovery Center and the Case Management services at Bud Clark Commons. The Program Manager will have specific program development focuses as identified by the Clinical Director of Mental Health Services at Old Town Recovery Center.
The Dual Diagnosis Program Manager provides clinical and administrative support to the members of 3 multi-disciplinary teams: Community Engagement Program (CEP), Intensive Case Management (ICM) and Bud Clark Case Management (BCCM). The teams provide these services for adults with complex needs related to addiction, mental health and physical health who require an integrated model of care to address all treatment needs. The teams work to address all treatment needs, including crisis management, substance abuse treatment, medication management, physical health treatment, mental health treatment, accessing benefits and entitlements and accessing appropriate, affordable housing. The teams serve as the primary source of care coordination that is person centered, population driven, data driven & evidence based to ensure the full range of client needs is met.

Essential duties will include:
Furthering the mission of CCC:
This position requires independent decision-making, program and budget planning, clinical supervision, quality management, and liaising with outside agencies.
Program Management and Development:
Coordinate and monitor operation of program; including adequate and appropriate staffing, ensuring the continuation of clinical services, including access and referrals and 24/7 on call staffing coverage.
Collaborate with other CCC Health Services program managers in appropriate internal triage and referral processes, ensuring CCCHS’s high and medium complexity individuals are seamlessly routed to the most appropriate level of care.
Monitor clinic compliance with all CCC policies and procedures, and contractual requirements. Implement new policies and procedures when they are approved.
Develop and implement additional policies and procedures as needed to ensure effective operations.
Manage and oversee low barrier access to and utilization of 33 transitional housing units.
Oversee monthly and quarterly reporting of utilization and outcome measures to external contractors.
Work to establish and refine a care team model with clearly defined roles, in which each team member is working at the top of his or her license.
Participate in setting goals and objectives for clinic site, facilitating the achievement of those goals, evaluating progress, and modifying processes and/or objectives as needed based on objective data.
Review, code, and process all invoices, time sheets, requisitions, and check requests, and forward to CCC Administrative Office in a timely manner per Accounting and HR policies.
Provide and document at least 2 hours of supervision per month for each full-time staff supervised. The two hours must include one hour of face-to-face contact for each person supervised, or a proportional level of supervision for part-time staff providing clinical or other support services to clients.
Supervise Clinical Supervisors as assigned.
If licensed, provide licensure supervision to staff pursuant to the standards of the individual licensure boards.
Oversee compliance with grants and contracts. This includes completion and submission of reports of utilization and outcome measures to external contractors.
Ensure that program services and operations are practiced according to the highest professional and ethical standards.
Implement strategic, measurable outcome and in-process goals for all dimensions of the program to support clinical, operational, and financial excellence.
Implement systematic, rigorous standard processes in the program to support the attainment of clinical goals, operational, and financial goals.
Support budget development and support the systematic transparent reporting and processes to detect and respond to variances in expenses and revenues in a timely manner.
Communicate and regularly review clinical, operational, and financial goals and results with direct reports in a team setting to facilitate collaborative understanding, problem-solving, and advancing opportunities.
Ensure that clinical, operational, and financial results meet or exceed adopted budgets; recommend and execute plans to improve program performance as needed.
Support funding and staff development opportunities through private and public funding sources.
Maintain systems to ensure compliance with regulations, licensures, credentials and contractual stipulations.
Ensure that CCC policies, procedures and expected practices are implemented, maintained and followed.
Ensure clinical privileging requirements are met for all direct reports pursuant to CCC’s Privileging Policy
Master’s degree in human services field and three years’ experience in healthcare or community mental health programs. SMI experience required.
Minimum two years of supervisory or leadership experience.
CADC II or above required.
Must have current CPR certification or obtain before start date
Must have current CPR certification or must be able to obtain in one month.
Must possess a current driver’s license, pass a DMV background check and be designated an “acceptable” driver as outlined in Central City Concern’s Fleet Safety Policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training.
Must pass pre-employment drug screen, TB test and background check. This includes clearance by the DHS Background Check Unit.
