DEQ’s Information Services (IS) section of its Central Services Division (CSD) currently has a full-time opportunity for an Information Technology Project Manager (IT PM) in Portland, Oregon. CSD assists the agency in achieving its mission by providing central management services in accounting, budgeting, information systems, human resources, health and safety, purchasing, property control, intergovernmental coordination and pollution bond fund and tax credit program assistance. Information Services (IS) has 4 subsections, led by 2 additional managers: End User Support; Operations and Implementation; Software Development and Integration; and Strategy, Project Management and Support.

What you will do!
The IT PM will manage all aspects of medium to large-scale Information Technology projects, from initiation to successful implementation, including Cloud, COTS (commercial off-the-shelf), and custom developed applications and services. The successful applicant will utilize the most appropriate methodology among Waterfall, Agile, and Iterative approaches; accurately estimate software development tasks and projects; work with other project teams to develop task level project plans and proposals; and develop solutions that are robust, secure, sustainable, and meet the agency’s needs.

Your efforts may be related to federal agency information systems and may be interagency, agency-wide or limited to a specific DEQ program.

Duties & Responsibilities
Coordinate planning and execution of technology projects (i.e. major software upgrades)
Apply Waterfall, Agile and Iterative project management methodologies where applicable
Assist the CIO, technology management staff, and the division in developing and assembling strategic and tactical plans
Participate in Project Management Institute (PMI) educational activities to learn and utilize current practices and trends
Utilize the PMI’s Project Management Body of Knowledge (PMBOK) in fulfilling responsibilities, including:
Scope management
Time management
Cost management
Quality management
Human resources management
Communication management
Project risk management
Project procurement management

What are we looking for?
5 years of information systems experience, OR a Bachelor’s degree in Information Technology, Computer Science or a related field, AND 2 year of information systems experience
Professional experience leading complex technology projects
Professional experience using the PMI PMBOK standards
Professional experience using the Agile Scrum project management methodology
Professional experience with business processing modeling
