Founded in 2000, the National Crime Victim Law Institute (NCVLI) is a 501(c)(3) nonprofit educational and legal institute located at Lewis & Clark Law School in downtown Portland offices. NCVLI’s mission is to actively promote balance and fairness in the justice system through crime victim centered legal advocacy, education, and resource sharing. We promote crime victims’ rights in criminal, civil, military and administrative justice systems nationwide through litigation (in the form of amicus curiae, occasional direct representation, and legal technical assistance); education through publications and trainings (both in-person and technology-assisted); and public policy development. NCVLI is funded primarily by government grants and contracts, and this position is partially grant-funded, the continuation of which is dependent upon renewal of funding. Under the direction of NCVLI’s Director of Administration and Operations, the Project Coordinator – Information Technology is responsible for independently planning, developing, managing and implementing technology project(s) to vision new ways of leveraging technology and best identify technology needs for projects and the organization. Facilitate and manage NCVLI’s contact management database, online training technology, learning management systems and website development. Responsible for creating and writing various types of user documentation, including how-to guides, self-help references, and project communications. Oversee project activities in compliance with program priorities and the utilization of resources including adherence to scope, budget, and schedule, and for raising concerns to NCVLI Leadership Team where appropriate. Additionally, the major purposes of this position are to independently and under the guidance of the Director of Administration and Operations to direct the development and implementation of project goals, objectives, policies and priorities through coordinating with staff to meet technology deliverables; ensuring databases are being used effectively; managing websites migration and maintenance; developing a technology infrastructure to support online learning management systems. The Project Coordinator – Information Technology will be a mission-focused, process-minded and detail-oriented collaborator. This position includes internal and external functions and duties.

DESCRIPTION OF DUTIES & RESPONSIBILITIES:
Project Management (40%)
Oversee project activities in compliance with program priorities and the utilization of resources in order to carry out the goals and objectives as determined by the project outcomes and related management members;
Monitor and control project progress with adherence to best practices of project management given the specific culture of NCVLI.
Manage cross-functional team projects from inception to completion by identifying project members and related partners and stakeholders.
Collaborate with subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.
Direct the development and implementation of project goals, objectives, policies and priorities.
Responsible for monitoring progress on various projects, including adherence to scope, budget, and schedule, and for raising concerns to director level staff where appropriate.
Lead project coordination to ensure databases are being used effectively, management of website migration and development of technology infrastructure to support online learning management systems.
Tech Support (30%)
Independently plan, develop, manage and implement the activities and operations of enterprise business process re-engineering or technology project(s);
Facilitate and manage the integration and coordination of systems, processes, staff and resources on an intra- and interdepartmental basis;
Coordinate with staff to meet deliverables, including training and other technology deliverables.
Provide immediate support to technology-supported trainings.
Perform technology troubleshooting to resolve issues or to identify more complex issues for technology vendors to resolve.
Provide clear training to staff on how to operate training technology and equipment.
Provide support and administration of the learning management system, contact database, and website.
Perform troubleshooting steps for any hardware or software issues that might come up during the course of the day.
Provide direction, leadership and act as an information and support source to project team members;
Partner with community members to engage in creative problem solving around operational efficiency and effectiveness.
Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and provide those needs to the project team.
Give clear verbal or written instructions for end-users to follow either in person, over email, or on the phone.
Interpret organizational and business goals, policies, and practices;
Write clear technical documentation and training documents using natural language.
Be the liaison between the legal training team, technology teams, and support teams.
Explain technical ideas in simple language.
Inventory Control (10%)
Process newly purchased hardware and enter all information into department inventory.
Track hardware deployed to staff for onsite and offsite trainings.
Manage the lifecycle of equipment to recommend timely replacement.
Other duties as assigned (5%)
Works closely with all staff to advance NCVLI’s mission and ensure all projects are programmatically sound, well-managed, timely implemented and enhance the rights of diverse victim populations, including those who have been historically under- or unserved.
Other duties as assigned by the Executive Director or Director of Administration and Operations.
A four-year bachelor’s degree with college course work in business administration, information technology, project management or a closely related field, or equivalent knowledge and experience through technical college and demonstrated technology knowledge
Two (2) years of experience directly related to learning management systems, website development, database management, and/or provision of technical assistance, preferably in a nonprofit environment.
Two (2) years of project management experience.
Strong critical thinking skills.

Excellent writing, customer service, and communication skills.
Detail-oriented professional with proven organizational skills to maintain, prepare and submit project deliverables with attention to detail within deadlines in a fast-paced environment.
Highly proficient in administering technology-supported solutions in a legal or nonprofit setting.
Advanced knowledge of multiple software applications including Time Matters; Adobe (e.g., Acrobat, InDesign); web design (e.g., Live Whale, WordPress);; Google (e.g., Docs, Sheets, Calendar, Groups); Microsoft Office Suite (e.g., Outlook, Word, Excel, PowerPoint); and online training and collaboration programs (e.g., AdobeConnect, Zoom, Canvas, Blackboard).
Experience working with or in diverse communities.
Demonstrated ability to work as part of a team to advance organizational mission and voice and to perform a variety of duties as needed in the organization.
Commitment to NCVLI mission.
At least five (5) years of work experience in related fields of learning management systems, website development, contact database management (experience specifically with administering online trainings preferred).
5 years of high volume customer service experience
5 years of Mac OS & Windows experience
5 years of MS Office experience
Additional experience in managing complex, multi-year technology projects with budgets upwards of $1M.
Project management certification.
Familiarity with and experience in a nonprofit or legal environment is highly desirable.
Experience in team/group development and process and program evaluation.
Conversational exposure to multiple languages to aid NCVLI’s continued efforts toward inclusivity.
$50,000 - $55,000 annually
