PURPOSE OF POSITION
Plan, develop, implement, and evaluate the college's internal and external marketing strategies, marketing communications, and public relations activities. Lead and execute a comprehensive marketing strategy that advances the college's mission and goals. Oversee the college's website. Direct the activities of the department staff.
SCOPE OF RESPONSIBILITY
Incumbent's scope involves a high degree of complexity with frequent, new and varied work situations. They are responsible for developing procedures and objectives. Their decisions have significant, broad implications for the management and operations of a department as well as the overall strategy and direction of the entire organization.
Incumbent's scope involves moderate degree of complexity and recurring work situations with occasional variations from the norm. They operate from established and well-known procedures, determine their own practices and procedures and contribute to the development of new concepts. Their supervisor/manager provides broad guidance and overall direction.
Their decisions have major implications on the management and operations of their department and may contribute to important strategy, operational and business decisions affecting the department.
Incumbent has a low-medium level operating budgetary authority with partial budgetary preparation/compliance accountability. They have low level of capital assets under their control as well as partial control over the capital assets. They are totally accountable for both long-range strategic and operational planning.
This position is supervisory in nature and contacts frequently contain confidential and sensitive information necessitating discretion at all times. Contacts are usually made with other departments or locations both inside and outside of Clackamas Community College.
ESSENTIAL JOB FUNCTIONS
Oversee department (30% of time)
1. Direct and manage the development, dissemination and evaluation of all college-wide marketing and communication activities. Direct and support programs in the creation of strategic marketing initiatives; identify target audiences; develop messages; determine timelines, creative direction and budget allocation.
2. Recommend new tools and strategies for efficiency and enhancement of goals aligned with strategic priorities; establish measurable objectives to link goal achievement with strategic priorities.
3. Engage with community influencers, elected officials, business leaders, students and college leaders to anticipate issues and lead measurable marketing activities and strategic communications initiatives.
4. Review and approve catalog, schedule and other formal documents and publications.
5. Write marketing copy for Creative Services production.
6. Write and implement annual strategic communications and marketing plan.
8. Integrate marketing and communication efforts with the goals of enrollment and outreach teams.
9. Acquire an Incident Command System certification and serve as PIO when PIO is absent.
Manage Student Recruitment and Retention Strategies (25% of time)
1. Research and recommend key audiences and channels of communication for student recruitment, retention and outreach.
2. Coordinate with PIO to oversee internal communications network and tools to engage with students, faculty and staff.
3. Collaborate with enrollment and outreach teams to integrate marketing approach and use key tools and techniques to boost enrollment success.
4. Direct the efforts of professional services firms, including advertising and public relations agencies, photographers/videographers, freelance marketing and media buying specialists.
Oversee Digital Content Development (25% of time)
1. Oversee the college's website.
2. Direct the use of all social media channels; oversee the strategy, audience identification and recommended channels.
3. Lead, investigate and evaluate new digital marketing tools such as pay-per-click advertising campaigns and mobile media marketing.
4. Lead the enhancement and use of the internal reader board communications network across all campuses.
Lead Special Projects (10% of time)
1. Support the relationship-building of key college stakeholders through special events and engagement activities.
2. Develop and direct initiatives to create special events that support leadership objectives.
3. Integrate and support Foundation objectives.
Manage Brand and Creative Strategy (10% of time)
1. Develop strategy and standards that protect, preserve and reinforce the college's brand identity in print, digital and audio-visual forms.
2. Provide leadership in communications strategies for a variety of languages.

Bachelor's degree in Marketing, Communications, or related field; 5 years' relevant work experience, including management and supervisory experience. Equivalent combination of education and experience which provides the knowledge, skills and abilities required to perform the duties as described.
PREFERRED EDUCATION AND TRAINING:
Previous experience in a strategic marketing environment, including web development.
Possession of Accredited in Public Relations designation.
Completion of graduate degree in related field.
Valid Driver's License accepted in the State of Oregon.

PHYSICAL DEMANDS OF POSITION:
While performing the duties of this position, the employee is frequently required to sit, stand, bend, kneel, stoop, communicate, reach, and manipulate objects. The position requires mobility including the ability to move materials weighing up to 5 pounds on a regular basis such as files, books, office equipment, etc. and may infrequently require moving materials weighing up to 25 pounds. Manual dexterity and coordination are required more than 50% of the work period while operating equipment such as computers and other standard office equipment.

Attendance at various trainings may be required.
Responsible for the direct supervision of 5-7 FTE. May provide training and orientation to other newly assigned personnel, and may assign work to student workers.
This position works under the general direction of the Associate Vice President of Institutional Advancement.
