GENERAL INFORMATION:

The Debt, Cash & Investments Program Manager will manage and monitor the Port's debt, cash and investments, including helping to plan for and manage all phases in the lifecycle of the Port's debt issuances and outstanding debt portfolio.

We are looking for someone that can work independently to invest Port cash and to strategically manage the liquidity needs of the organization ensuring all portfolios maximize returns while remaining in compliance. The successful candidate will manage all banking, trustee and broker contracts, and act as a subject matter expert to advise departments on financing and banking needs.

SUMMARY OF ESSENTIAL RESPONSIBILITIES:
• Help manage the Port's ongoing debt compliance obligations related to arbitrage, continuing disclosure, and expenditure of bond proceeds as required under SEC Rule 15c2-12, IRS Rules, and contained within bond documents and ordinances
• Ensure all debt-related matters follow Federal regulations, Port policies, bond ordinances and other bond document requirements
• Act as the lead to the Financial Analyst II in debt-related matters
• Monitor existing debt obligations for refunding or refinancing opportunities
• Be a primary liaison with the rating agencies on all bond issuances and during annual surveillance
• Create and manage financial models to monitor liquidity in support of the Port's credit ratings and to time and size the issuance of new debt
• Help develop, recommend and manage short and long-term project funding strategies for the organization, implementing the optimal utilization of debt
• Help lead all aspects of financing, including issuances of new debt, refunding, and all other matters relating to debt obligations
• Be a primary liaison with investment banking firms
• Independently manage Commercial Banking, Merchant Services, Safekeeping (Custody), Trustee, and all other bank accounts for the Port
• Manage liquidity needs to ensure adequate cash on hand to meet the Port's daily cash needs
• Determine and execute fund movements to meet the Port's daily needs
• Coordinate the approval and execution of electronic payments, monitor accounts for fraud, and monitor transactions for policy compliance
• Determine daily cash balances available for investment and make investment decisions by purchasing securities for all Port and trustee-held funds
• Be a primary liaison with all trustee, banking and broker contacts
• Implement changes to banking services as needed
• Use subject-matter expertise to research, recommend to management, and implement ideas for continuous improvements to debt, cash and investment management and policies
• Report out monthly, quarterly, and annually (as required) on information related to debt and investments
• Prepare and present presentations to Executive Team, Commission, rating agencies, and investors

MINIMUM REQUIREMENTS:
• Bachelor's degree in Business, Finance, Public Administration or related field, masters' degree desirable. 8 years directly related experience with municipal debt issuances and post-issuance compliance obligations OR any combination of education and experience that demonstrates the ability to perform the job duties (required)
• Management of cash and investment portfolios preferred
• Public sector experience preferred
• Certified Treasury Professional (CTP) credential is desirable
• Advanced knowledge of management of debt and investment portfolios and financial analysis and statistics preferred
• Working knowledge of Oregon Revised Statutes (pertinent to the position) preferred
• Experience with Federal and State laws and regulations related to debt and investments preferred
• Must be proficient in Microsoft Office Suite and SharePoint
• Must have knowledge of and familiarity with accounting systems and online banking systems and software

SKILLS AND ABILITIES:
• Familiarity and experience with Federal and State laws and regulations related to debt and investments
• Experience with debt issuance, debt management, continuing disclosure obligations, banking, investing, and portfolio management
• Strong attention to detail and time management/organization skills
• Excellent communication skills both verbal and written with the ability to present information at all levels of the organization
• Good critical thinking and analytical skills with the ability to assess risk and minimize exposure through analysis of debt financing instruments and investments
• Must be a motivated self-starter and be able to work with minimal supervision
• Strong relationship building skills with the ability to explain technical information in accessible terms
• Promotes safety as a guiding principle and a regular practice in accomplishing work
• Shows the utmost respect for others and is a proven team player
