The City of Portland, Oregon, Water Bureau is seeking a Financial Analyst II.

The Water Bureau is an Enterprise Fund and uses the full accrual basis of accounting.

The Financial Analyst II is responsible for performing complex financial, budgetary, policy, and operational analysis associated with the development, reporting, and monitoring of bureau funds. The position is expected to work closely and collaboratively with bureau staff in various work groups to assist in managing funds and making sound business and financial decisions. Work requires a thorough understanding of budgetary and financial analysis principles, methods and techniques; understanding of cost of service principles; sound and objective policy analysis; professional judgment in selecting appropriate analytical methods for developing proposals and recommendations; and the ability to present fact-based information and recommendations.

The Financial Analyst II is expected to carry out individual responsibilities with initiative, independence and creativity while exercising sound professional judgment and excellent communication skills.

Essential duties include but are not limited to:
•Operating the financial planning rate model; preparing rate scenarios;
•Providing support for the five-year financial plan;
•Performing cost of service and indirect rate analysis;
•Providing support for water revenue bond sales;
•Preparing the annual bond disclosure;
•Providing key support in monitoring/forecasting current fiscal year financial status of the three water funds;
•Training non-financial staff and managers as required and perform ad hoc financial analysis.


Experience working within an SAP financial system framework and knowledge and experience in applying Generally Accepted Accounting Principles (GAAP) is desirable, but not required, for this position.

TO QUALIFY:


The following minimum qualifications are required for this position. Applicants must specifically address and demonstrate how their education, training and/or experience, meets each of the following minimum qualifications. (Please see "Application Instructions" below.)
1.Knowledge and experience applying the principles of financial analysis and forecasting.
2.Knowledge and experience applying cost of service or cost accounting principles.
3.Knowledge and experience with fiscal and budget policies, practices and procedures.
4.Ability and experience analyzing complex financial, budgetary and operational problems; evaluating alternatives and reaching sound, logical, fact-based conclusions.
5.Ability and experience establishing and maintaining effective working relationships with all levels of management and employees.
6.Ability and experience preparing and presenting financial information to audiences with varied professional backgrounds.
