The role:
Are you a creative problem solver that can achieve results? We are recruiting for our strategic advisor in Region 1 to join our Policy and Development Section! In this role, you will manage initiatives to secure project funding including drafting funding proposals, securing necessary technical input from internal and external sources, and developing partnerships at the local and regional level. This position serves as an advisor to region and agency management and works on special projects that advance agency and state priorities.

A day in the life:
Coordinate or oversee management of projects and consultant contracts.
Develop work scopes and decision processes for competitive funding solicitations.
Assign and review work products and coordinate work among team members and stakeholders.
Monitor and track project budgets and schedules.
Administer project contracts, and monitor and evaluate contractor performance.
Prepare and conduct briefings and presentations for management and the Oregon Transportation Commission.
Participate in work program and budget development for the section.
Evaluate work priorities and identify projects and initiatives.
Develop program reports that track progress and communicate issues, risks and opportunities.
Organize and direct multi-disciplinary, multi-jurisdictional project teams to work on complex and politically sensitive issues.
Negotiate with key stakeholders and other jurisdictions to find consensus solutions.
Prepare and deliver project updates to elected and appointed officials, federal officials and the Governor’s Office.
Represent the agency and act as the agency spokesperson with other agencies, other jurisdictions, elected and appointed officials and community organizations.
This position represents the department and the region at various meetings under sometimes hostile and intense conditions.
Typical schedule is Monday through Friday – flexible hours are necessary due to morning and evening meetings and occasional travel.
Frequent phone and in-person contact required.

What we need:
A bachelor's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field and four (4) years of planning experience related to the job.
Note: A master's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field may substitute for one (1) year of experience.
Eight years of planning experience related to the job.

Note: Coursework in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field can substitute for up to two (2) year of the progressively responsible experience.

Additionally, driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position.

Highly proactive, creative, problem-solver able to work autonomously under changing conditions and timelines.
Knowledge and experience with federal and state transportation planning, project development and environmental/land use legislation and regulations.
Skill in dealing with groups of individuals with diverse and sometimes antagonistic viewpoints and identifying and working through to a mutually acceptable solution or solutions.
Skill in analyzing complex systems, identifying and mitigating risks, generating alternatives, building consensus and implementing solutions
Excellent communicator skilled in public speaking and able to develop strategic talking points, messages, reports, and materials for a variety of audiences.
