High Impact Opportunity Projects (HIOP)

High Impact Opportunity Projects (HIOP) support the growth of target industry sectors in Oregon by removing barriers to research and development, product development and testing, technology commercialization, and other aspects of industry innovation. HIOPs are awarded to projects that provide benefit and further innovation across an industry and is not a grant to an individual company.

Historically, Oregon InC has supported emerging, potentially high-value industry sectors by funding initiatives with potential to build or unite industry clusters around new or emerging technology in specific areas where Oregon holds unique, national advantages.

Applicants must be based in Oregon and able to deliver a project that provides a benefit across an industry or to multiple companies. Prior HIOP awardees include industry associations, economic development entities, and industry consortiums. A single business submitting a project directly benefiting that individual business is not an eligible HIOP applicant.​

HIOP projects should foster ideation and support the growth of priority industry sectors or emerging sectors in Oregon through product development and testing, expediting technology commercialization or other aspects of industry innovation, and removing barriers to research and development.


Oregon InC has identified the following industry sectors as priorities for HIOPs:
Active Lifestyle (e.g., digital health, apparel and outdoor gear, and wearable technology)
Advanced Manufacturing (e.g., metals/advanced materials, chemicals/processes, and bioscience)
Natural Resources (e.g., agricultural technology, wood products, and food and beverage)
High Tech (e.g., smart technology, clean technology, and data/analytics)





Project funds are flexible in how they can be used to best support a particular sector's needs, but some example uses are:
  • Shared specialty testing or production facilities or equipment;
  • Research and development; and
  • Technology commercialization activities.

There is no HIOP funding available for the 2023-2025 biennium. The most recent round of HIOP funding has been awarded. Please sign up for the Business Oregon mailing list (select Innovation & Entrepreneurship under Topics) to be notified if this changes and a new funding opportunity opens.
